2023 Completion of Shetland Park Planning and Engagement Study Study was the result of a partnership between Prime Group, The City of Salem and Sasaki, which took place over one year. Over 1,200 touch points of participation, via paper studies, online surveys, focus groups, and in-person events. Three frameworks were presented to the public for feedback. Planned Outreach and Future Public Meetings

  • North Shore Community Development Coalition and The Point Neighborhood Association (ongoing).
  • Additional interviews with Point neighborhood residents.
  • Additional outreach and meetings with community groups and stakeholders.
  • Further consultation with City officials and staff.
  • After preparing preliminary application to the state (EOHLC), City to hold Public Hearing to solicit public comment.
    • City to review public comments and may make revisions to preliminary application.
    • City to submit preliminary application to EOHLC.
    • EOHLC to make preliminary determination of eligibility.
  • City Council to schedule a joint public hearing with the Planning Board, with opportunity for additional public comment.
    • City Council will refer ordinance to Planning Board for a recommendation.
  • City Council to vote on the ordinance at a regular City Council meeting with opportunity for public comment.
  • If this first vote receives a majority, it will need to receive a second majority vote at a second regular City Council meeting with opportunity for public comment.
    • If ordinance receives second passage, EOHLC to review for final approval.
  • If zoning is adopted, planning and permitting of individual project components can proceed with additional opportunities for public comment.
